The Iowa Northland Regional Transportation Authority (INRTA) is the Regional Planning Affiliation that includes Bremer, Buchanan, Butler, Chickasaw, and Grundy counties as well as the areas of Black County not covered by the Black Hawk County Metropolitan Planning Organization. The INRTA oversees transportation planning and policy to ensure that existing and future expenditures on transportation projects are based on a continuing, cooperative, and comprehensive planning process and is as a link between the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Iowa Department of Transportation (DOT) and our cities, counties and public transit systems. 

The INRTA is governed by a Policy Board responsible for adoption of the five planning documents outlined below. A Transportation Technical Committee of city and county planners, engineers, and those with extensive knowledge of the area’s transportation network and advises the Policy Board. The Bicycle and Pedestrian Advisory Committee provides guidance and strategies to the Policy Board on planning and implementation of projects related to bicycle and pedestrian planning.

INRCOG provides staffing and support for the INRTA and can represent the INRTA in transportation studies. Our staff interacts regularly with state and federal agencies and writes grant applications for transportation-related projects in the region. INRCOG staff guides the development and maintenance of these planning documents:

Long Range Transportation Plan (LRTP) documents the present state of transportation patterns and infrastructure in the Iowa Northland Region across all modes and provides a plan for the maintenance and improvement of each mode based on anticipated needs and revenues.

Transportation Improvement Program (TIP) contains all transportation projects anticipated to receive federal-aid in the next four federal fiscal years.

Transportation Planning Work Program (TPWP) documents the transportation-related activities and projects that are anticipated to occur by major activity and task.

Passenger Transportation Plan (PTP) promotes joint, coordinated passenger transportation planning programs that further the development of the local and regional public transportation systems; done in cooperation with the Black Hawk County Metropolitan Planning Organization.

Public Participation Plan (PPP) outlines ways meaningful public involvement is incorporated into activities for the Iowa Northland Regional Transportation Authority.
2024 Public Participation Plan

INRCOG, on behalf of INRTA, also solicits projects annually for Surface Transportation Block Grant Program (STBG) and Transportation Alternatives Set-aside Program (TASA or TAP) funding. 

    • STBG funds are primarily used for major new construction or reconstruction projects on federally functionally classified roads. 
    • TAP funds are used for projects such as trails, bicycle and pedestrian accommodations, safe routes to school, and historic transportation-related projects. 

Pedestrian and Bicycle Planning

INRCOG staff have experience with pedestrian and bicycle planning, trails development, and can work with your community on projects such as trials, wayfinding signs, bike lanes, and safety improvement projects.
