Developing Strong Local Government through Regional Cooperation
The Iowa Northland Regional Council of Governments (INRCOG) is an association of local governments founded in 1973 and established in Chapter 28H of the Iowa Code. We serve the counties of, and communities in, Black Hawk, Bremer, Buchanan, Butler, Chickasaw, and Grundy Counties in northeast Iowa.
INRCOG is committed to identifying, securing, and coordinating local, regional, and federal governments projects and programs for the enhancement of our region and our member communities.

Services for our member communities include Community Planning and Development, Data Services, Economic Development, Transit, and Transportation Planning. We are governed by a Board of Directors and an Executive Committee and are the umbrella organization for several Boards and Commissions:

- Iowa Northland Regional Housing Council
- Black Hawk County Metropolitan Planning Organization
- Iowa Northland Regional Transportation Authority

INRCOG also manages, administers, or participates in the following organizations:
