INRCOG is the depository for Certificates of Liability Insurance required of Contractors performing work requiring a building permit in the cities of Black Hawk County. 

The following are annual (January 1 - December 31) filing requirements, by city, to become or remain eligible for building permit issuance. Please note that only one Certificate of Liability Insurance and filing fee need to be filed for all cities with that requirement. 

*Certificates of Liability Insurance have the following requirements:

  • Minimum of $300,00 General Liability Insurance (City of Gilbertville: minimum of $1M of General Liability Insurance)
  • INRCOG as an Additional Insured and Certificate Holder

Cities of:

  • Cedar Falls
  • Dunkerton
  • Elk Run Heights
  • Evansdale
  • Gilbertville
  • Hudson
  • Raymond
  • Black Hawk County rural areas

For work on residential or commercial properties, the following items are required:

  • Certificate of Liability Insurance* 
  • $15 filing fee (payable to INRCOG)

City of Waterloo

The City of Waterloo's General Contractors Board of Licensing and Examiners requires contractors to have a residential contractor’s license before they will be able to obtain residential permits for work in the city. Contractors may be eligible for a residential license by taking the appropriate test and receiving a passing score. Categories of licenses include Residential Builder, Residential Remodeler, and Residential Roofer. Contact the Waterloo Building Department at 319-291-4319 for upcoming test dates and for test applications. Specific questions regarding residential contractor license eligibility can also be answered by the Waterloo Building Department.

Contractors with a previously issued City of Waterloo Residential Contractor's License must submit the following items to INRCOG:

  • Certificate of Liability Insurance (COI)* 
  • Completed contractor license application
  • $75 application fee (payable to the City of Waterloo) 
  • $35 license registration and COI filing fee (payable to INRCOG)

Upon completion of the requirements, INRCOG will issue the Contractor's License. 

For work on commercial properties, the following items are required to be submitted to INRCOG:

  • Certificate of Liability Insurance* 
  • $15 filing fee (payable to INRCOG)

City of Cedar Falls Right-of-Way (ROW) Contractors

The City of Cedar Falls’ Code of Ordinances requires any contractor doing sidewalk, driveway, or excavation work within the public ROW submit to INRCOG a current Certificate of Liability Insurance* (minimum of $1,000,000 general aggregate) and a $15 filing fee payable to INRCOG. A Right-of-Way Bond must also be filed with the City of Cedar Falls.
