The Iowa Northland Regional Housing Council (INRHC) was established to assist INRCOG member communities and counties with housing. The INRHC is governed by a Board of Directors, appointed by the counties in the INRCOG region, and is certified as the Local Housing Trust Fund for the region.
The Iowa Northland Regional Housing Trust Fund receives an annual award from the Iowa Finance Authority that is matched with local dollars for housing projects within the INRCOG region. The annual funding is awarded by the Board of Directors to support a regional housing rehabilitation program and to other non-profit and public organizations to improve housing for specific populations, including very low-income households.

The INRHC established a Revolving Loan Fund (RLF) with an Iowa Finance Authority Helping Iowa's Rural Economies grant that has continued with repayment of loans made through several programs. The RLF finances projects such as new home construction, homebuyer assistance, and infrastructure improvements for affordable housing subdivisions.
The INRHC’s Housing Repair Program aids low- to moderate-income homeowners with typical repairs including roof, furnace, water heater, electrical, and plumbing. The program can provide up to $12,500 in assistance with up to 90 percent of the repair costs provided as a forgivable loan and the remaining percentage provided as a five-year low-interest repayable loan. This program is available to homeowners in the INRCOG region (outside of the Waterloo-Cedar Falls, Iowa city limits). Interested homeowners must complete an application to determine eligibility for assistance.
